Water management and Integrated Coastal Zone Management (ICZM)

The importance of the availability of quality water for human life is not new. However, the increasing pressure of human activity on the environment has damaging impacts on this vital resource.
In this context, the preservation of water quality, underground or surface, requires a more integrated watershed and coastal management .
Oréade-Brèche has become a specialist in this subject by developing its expertise on these issues and by its involvement in supporting the implementation and evaluation of policies for sustainable water and coastal management.

Strategic Environmental Assessment (SEA) of the Adour Garonne's River Bassin Management Plan ("SDAGE 2016-2021") and Flood Risk Management Plan ("PGRI 2016-2021")

Client(s) : Adour-Garonne French Water Agency - 2014 - 2015
Oréade-Breche was in charge of the of Strategic Environmental Assessment (SEA) of the revision of Adour Garonne's River Bassin Management Plan ("SDAGE 2016-2021") and the drafting of its first Flood Risk Management Plan ("PGRI 2016-2021").
Our consultant had thus to ensure that the actions planned by these texts help improve the environmental quality of the river basin and respect the European, national and regional commitments regarding the environment and the sustainable development. The evaluation process has accompanied every steps of the development of both plans. The final environmental report produced in September 2014 reflects the inclusion of the environment as a whole in the evaluated documents. It was submitted for consultation bodies until June 2015.

Our work was based on a collection of data and an iterative approach with the River Basin technical secretariat (technical meetings, production of internal briefing notes and interim reports).  It lead to the production of the environmental report that presents the main environmental stakes of the river basin, the analysis of the coherence with the other environmental and land management schemes and the identification of the potential impacts of the plans. In this report were also put forward ways to improve the plan and to avoid, mitigate, or adequately compensate for adverse environmental impacts. Finally, we suggested an environmental monitoring scheme. The mission also consisted of the production of the “environmental statement” that reflects the inclusion of SEA’s recommendations in the evaluated documents.
